WHO WE ARE

Our
Mission & Values

Rebalancing the Outer Estates Foundation is a small charity based in Bulwell, Nottingham.

We were established in July 2014 by ex-Nottingham North MP Graham Allen, and achieved charitable status in 2015. With the support of partners, we established a small team of staff to focus on improving Nottingham North and the lives of the people who live here.
Our work focuses on four main areas:

We work in partnership with a range of organisations to enable and support positive change. At the heart of our approach is a commitment to facilitate networks and build strong and healthy communities.

We are a unique organisation - innovative in our approach to making a real and lasting difference to the communities we serve.

We hope to demonstrate that things can get done when we work together.

Our Board

The members of our board of trustees are leaders who have made a significant contribution to our society. Each and every one of them brings a unique set of skills and expertise to our organisation.

Alex Norris

Chair
Alex has been the Member of Parliament for Nottingham North since 2017 and currently serves as Shadow Levelling Up Minister. Prior to that he was a Councillor in Basford for 6 years. He was also a member of the City Council’s Executive Board, and held special responsibility for the Adults and Health portfolio, and was chair of the City’s Health and Wellbeing Board. He has also previously worked as a Trade Union Organiser and for the Labour Party.

Steve Parkinson

Trustee
Trustee Steve has spent 40 years spent working with children and families in London and Nottingham. Until his retirement, he led The Toy Library, a thriving local charity and voluntary organisation that works alongside families in Bulwell to help them and their children to be the best that they can be. Steve is still involved in The Toy Library and the local community more widely.

Elaine Fox

Trustee
Corporate Policy and Performance Officer at Nottingham City Council
Elaine’s work involves analysing Government policy for Nottingham City Council and reporting on Council performance. She has lived in Nottingham City since the age of six, and in Nottingham North since 2010. Elaine studied English at Nottingham Trent University and was both a Student and Faculty representative. She is interested in education and equal opportunities for all, regardless of where they live. Elaine is also Chair of Governors of a primary school in Hyson Green.

Linda Abbott

Trustee
Linda grew up in Lincolnshire and moved to Nottingham in 1998 after studying accountancy as a mature student. Following a brief spell working as a management accountant she came to Bulwell EAZ, a local partnership of schools initially to manage the administration and finance and later to manage the organisation, a role she held until 2021. Linda is now Finance Manager at The Toy Library and is a Trustee of the One Vision Partnership, both based in Bulwell.

Celia Knight

Trustee
Celia has worked as a community worker with voluntary and statutory organisations for 45 years. This includes work in various parts of Nottingham North including Broxtowe, Bilborough, Bulwell, Bulwell Forest and Bestwood. Having retired in 2022, she is now an active volunteer with several organisations.
